REFIT Evaluation of Directive 2009/126/ on Stage II Petrol Vapour Recovery During Refuelling of Motor Vehicles at Service Stations (VOC–II)

The objective of this evaluation is to assess the actual performance of VOC – II compared to initial expectations. Particular emphasis shall be placed on: assessing the effectiveness, efficiency, relevance, coherence and EU added value of the Directive; the detection and assessment of regulatory burden and identifying opportunities for simplification in the Directive. The evaluation shall consider the broader context by taking into account aspects of wider coherence with other legislation addressing VOC and formation of tropospheric ozone. Furthermore, technical developments and relevant legislation in other countries shall be reflected. The scope of the evaluation covers all aspects of VOC – II and assesses its impact since it entered into force and cover the whole European Union.

Public Consultation on the Guidance on the Use of the Benchmark Dose Approach in Risk Assessment

EFSA’s Scientific Committee has launched an open consultation on a draft update of its guidance on the use of the benchmark dose (BMD) approach in risk assessment. This update confirms that the BMD approach is a scientifically more advanced method compared to the NOAEL approach for deriving a Reference Point (RP), and therefore recommends that the BMD approach, and more specifically model averaging, is used for deriving a Reference Point from the critical dose-response data to establish health-based guidance values and margins of exposure.

Evaluation of the Fuel Quality Directive 98/70/EC of 13 October 1998 Relating to the Quality Of Petrol and Diesel Fuels as Amended

The evaluation should help the Commission to 1) have a better understanding of why and/or how current EU legislation has worked well or not so well, identifying factors which have helped or hampered achievement of the objectives; and 2) Qualify and where possible quantify the impact of the Fuel Quality Directive, in terms of technological impact on vehicle fuel efficiency, engine design, on the refinery sector, the social, economic and environmental impact notably the air quality and health aspects while maintaining a single market for fuels .

REFIT Evaluation in on the Implementation of REACH

The EU Regulation (EC) No 1907/2006 on Registration, Evaluation, Authorisation, and Restriction of Chemicals (REACH) has been in force since June 2007. The 2017 evaluation of the operation of REACH (REACH report 2017) is part of the reporting on the implementation of REACH, to be carried out every five years by Member States, the European Chemicals Agency (ECHA) and the Commission to monitor progress in the achievement of the objectives of Regulation. The REFIT evaluation will cover the five compulsory evaluation criteria (effectiveness, efficiency, relevance, coherence and EU added value) and put emphasis on potentials for burden reduction and simplification.

Public Consultation on the Joint Programming on Metrology Research

The metrology initiatives, set up under Article 185 TFEU, European Metrology Research Programme (EMRP) and its successor European Metrology Programme for Innovation and Research (EMPIR) target joint programming metrology research across Europe. Under these two initiatives the participating states commit to integrate their national metrology programmes into a single joint research programme. The total budget for EMRP is 400M€ and for EMPIR the budget is increased to 600 M€. The European Commission provides half of the funding to the initiatives, while the participating states commit to provide the other half. This consultation gives the opportunity to provide input on the state of play of the European metrology research system and the challenges it is facing. It is specifically seeking contributions to analyse the experience of joint programming preparation and implementation, identify critical issues that need to be addressed, possibly propose adjustments, and assess how the instrument can best contribute to the policy developments.

Evaluation Roadmap: Evaluation of Directive 2004/48/EC of the European Parliament and of the Council of 29 April 2004 on the Enforcement of Intellectual Property Rights

The initiative will assess the functioning of enforcement of intellectual property rights (IPRED) and in particular the functioning of a number of its key provisions in the online environment, with a view to identify the possible need for updating such provisions and to propose corrective measures. The evaluation is part of the Commission’s Regulatory Fitness and Performance Programme.

REFIT – Fitness Check on Chemicals Legislation (Excluding REACH)

The aim of this fitness check is to assess the overall effectiveness, efficiency, relevance, coherence, and EU added value of this legislative framework, including the procedures to implement the framework; and identify possible excessive regulatory burdens, overlaps, inconsistencies, obsolete measures and gaps in the legislative framework. The results of this Fitness Check, together with the forthcoming REACH Report in 2017 and the completed and ongoing studies, will provide an overall picture of the effectiveness, efficiency, relevance, coherence, and EU added value of EU chemicals legislation.

Consultation on the Regulation of Professions: Member States’ National Action Plans and Proportionality in Regulation

Over the past two years EU countries have been undergoing a mutual evaluation to screen their regulatory arrangements for professions and ensure that they are ‘proportionate’ to legitimate public interest objectives, without creating unnecessary burdens. EU countries then had to produce National Action Plans outlining any changes they proposed to make so as to ensure that their regulation is as effective as possible, for both professionals and consumers. The consultation will therefore invite you to share your views on these National Action Plans.

Consultation on a Concept Paper on the Revision of the ‘Guidance On Submissions for Safety Evaluation of Sources Of Nutrients or of other Ingredients Proposed for use in the Manufacture of Foods’

European Food Safety Authority´s (EFSA) Food Ingredient and Packaging Unit (FIP) has launched an open consultation on a Concept paper on the revision of the ‘Guidance on submissions for safety evaluation of sources of nutrients or of other ingredients proposed for use in the manufacture of foods’. This document proposes to highlight those areas of the existing 2001 SCF Guidance which have been identified based on the experience accrued by the ANS Panel with the evaluation of nutrient sources, as the most in need of further elaboration or clarification. This initiative is in line with the EFSA’s objective of prioritising public engagement in the process of scientific assessment.

Revised Roadmap – Interim Evaluation of Horizon 2020

In line with the Better Regulation requirements, an online public stakeholder consultation on the Horizon 2020 interim evaluation will be launched in October 2016 and will run for three months. In addition, the European Commission will publish online stakeholder consultations on Article 185 and 187 evaluations.
The interim evaluation of Horizon 2020 will cover all the specific objectives and initiatives launched under Horizon 2020, its specific programme, including the European Research Council (ERC), and the activities of the EIT. It will cover the first half period of Horizon 2020 implementation (2014 – 2016 included). Furthermore, the interim evaluation of Horizon 2020 will provide an opportunity to report on the wider impacts of the previous EU Framework Programmes, with a longer – term perspective.

The indicated hazard classes were assessed and concluded by the dossier submitter in their proposal for harmonised classification and labelling (CLH) of the substance, and are indicated in the Substance Details table. The CLH public consultation lasts normally for 45 days (unless specified otherwise), at the end of which the comments received are compiled into a list that will be annexed to the opinion of the Committee for Risk Assessment (RAC). RAC will form an opinion only on the hazard classes that were open for public consultation.

Public Consultation on the Draft Scientific Opinion Addressing the State of the Science on Risk Assessment of Plant Protection Products for In-Soil Organisms

The European Food Safety Agency (EFSA) has launched a public consultation on a Scientific Opinion of the EFSA Panel on Plant Protection Products and their Residues on addressing the state of the science on risk assessment of plant protection products for in-soil organisms. Taking into account new regulatory frameworks and scientific developments, the current risk assessment approach is reviewed. Proposals are made for specific protection goals for in-soil organisms and a new testing strategy.

Roadmap: Revision of the European Qualifications Framework (EQF)

The general objective of this revision is to remove obstacles to mobility of learners and workers related to the understanding and trust of their skills and qualifications regardless of whether they are EU citizens or third country nationals and whether it concerns qualifications obtained in the EU or in a third country. The initiative should thus contribute to a better use of available skills and qualifications for the benefit of individuals, the labour market and the economy.

Roadmap: Minimum Quality Requirements for Reused Water in the EU

The primary goal is to encourage efficient resource use and reduce pressures on the water environment, in particular water scarcity, by fostering the development of safe reuse of treated wastewater. To this end the initiative will look into the possibility of establishing a common approach on water reuse across the EU providing clarity, coherence and predictability to market operators who wish to invest in water reuse in the EU under comparable regulatory conditions. Additional objectives of the initiative would be to increase the recycling of nutrients contained in waste water when appropriate, and to contribute to growth and jobs creation in the EU by stimulating the development of innovative technologies and water infrastructure that will provide EU actors a first-mover advantage in this fast growing world market. The new initiative would complement the existing EU water policy, notably the Water Framework Directive and the Urban Waste Water Treatment Directive.
