This is the fourth time that Portugal chairs the Council of the European Union. Portugal is part of the Trio Presidency during the period from 1 July 2020 to 31 December 2021, with Germany and Slovenia.<\/p>\n<p style=\"text-align: justify;\">Given the current global pandemic situation, Portugal is committed to promoting a resilient, social, green, digital and global Europe. \u2018Time to deliver: a fair, green and digital recovery\u2019 is Portugal\u2019s motto for its 6-month Presidency, which is in line with its three major work priorities:<\/p>\n<ul style=\"text-align: justify;\">\n<li>To promote Europe&#8217;s recovery, leveraged by the climate and digital transitions.<\/li>\n<li>To implement the Social Pillar of the European Union as a key element for ensuring a fair and inclusive climate and digital transition.<\/li>\n<li>To strengthen Europe\u2019s strategic autonomy keeping it open to the world.<\/li>\n<\/ul>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">We agreed that it is time to implement an economic and social recovery anchored in the climate and digital transitions, and to strengthen the EU&#8217;s Social Pillar as a basis for the confidence of Europeans. Together we will promote the strategic autonomy of an EU open to the world. <a href=\"https:\/\/t.co\/GUzm6o8aBh\" target=\"_blank\" rel=\"noopener\">pic.twitter.com\/GUzm6o8aBh<\/a><\/p>\n<p>\u2014 Ant\u00f3nio Costa (@antoniocostapm) <a href=\"https:\/\/twitter.com\/antoniocostapm\/status\/1346549270703448069?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">January 5, 2021<\/a><\/p><\/blockquote>\n<p style=\"text-align: justify;\"><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify;\">Research and Innovation is at the forefront of the Portuguese Presidency\u2019s programme and emphasis will be given to encouraging the coordination of efforts and synergies between European scientific communities. To this end, the Portuguese Presidency re-expressed its target to reach 3% GDP investment by 2030 (2\/3 private sector, 1\/3 public sector). Furthermore, they will work on the professionalisation\u00a0\u00a0 of\u00a0\u00a0 research\u00a0\u00a0 careers\u00a0\u00a0 and\u00a0\u00a0 include\u00a0\u00a0 them\u00a0\u00a0 in\u00a0\u00a0 the\u00a0\u00a0 European\u00a0\u00a0 Quality\u00a0\u00a0 Assurance Reference Framework, in order to improve working conditions and salaries and reduce precarious\u00a0\u00a0\u00a0 employment.<\/p>\n<p style=\"text-align: justify;\">In accordance with the Trio Presidency, Portugal will support the renewing of the European Research Area (<a href=\"https:\/\/ec.europa.eu\/info\/research-and-innovation\/strategy\/era_en\" target=\"_blank\" rel=\"noopener\">ERA<\/a>): the Portuguese Presidency will host a debate on the 20<sup>th<\/sup> anniversary of the ERA.<\/p>\n<p style=\"text-align: justify;\">Scheduled for 2 February 2021, the official launch event of the Horizon Europe programme will take place in Lisbon, Portugal. The Portuguese Presidency announced that visibility will be given to this event as well as on the finalisation of the regulations necessary for the creation of the European\u00a0\u00a0 partnerships and the launch of the of the missions.<\/p>\n<blockquote><p>\u2018We aim to contribute to wider and more diverse access to science and research, enabling citizens to acquire skills. We will encourage citizens\u2019 involvement in setting scientific agendas and support European initiatives in the field of \u2018citizen science&#8217;.\u2019<\/p><\/blockquote>\n<p style=\"text-align: right;\"><em>\u2013 Programme for Portugal\u2019s Presidency of the Council of the European Union,<br \/>\nCompetitiveness, Research and Innovation, p.20.<\/em><\/p>\n<p style=\"text-align: justify;\">You can read the programme for the Portuguese Presidency of the Council of the European Union <a href=\"https:\/\/www.2021portugal.eu\/en\/programme\/programme-for-the-portuguese-presidency-of-the-council-of-the-european-union\/\" target=\"_blank\" rel=\"noopener\">here<\/a>.
