{"id":10083,"date":"2021-07-15T09:13:00","date_gmt":"2021-07-15T08:13:00","guid":{"rendered":"https:\/\/www.euchems.eu\/newsletters\/?p=10083"},"modified":"2021-10-12T09:47:33","modified_gmt":"2021-10-12T08:47:33","slug":"slovenian-presidency-council-eu","status":"publish","type":"post","link":"https:\/\/www.euchems.eu\/newsletters\/slovenian-presidency-council-eu\/","title":{"rendered":"Slovenian Presidency of the Council of the EU: priority on science, gender balance and youth in pivotal times"},"content":{"rendered":"<p style=\"text-align: justify;\">Precisely 13 years after its first Presidency of the Council of the European Union, Slovenia stepped into its second mandate on 1 July 2021 and started implementing critical new initiatives while pursuing inherited measures from its direct predecessors as the EU is slowly shifting from crisis-handling times to post-crisis recovery.<\/p>\n<p style=\"text-align: justify;\">Nowadays, being faced with a highly diverse EU and standing by the presidential trio\u2019s common top priorities, Slovenia strives to strengthen the European health system while guaranteeing a fair, sustainable, and digital transition. As a first milestone, the <a href=\"https:\/\/slovenian-presidency.consilium.europa.eu\/en\/news\/slovenia-s-plan-for-resilience-and-recovery-gets-green-light-at-the-beginning-of-the-presidency\/\" target=\"_blank\" rel=\"noopener\">Slovenian Resilience and Recovery Plan<\/a> (with a \u20ac2.5 billion budget) on <a href=\"https:\/\/ec.europa.eu\/info\/strategy\/recovery-plan-europe_en\" target=\"_blank\" rel=\"noopener\">NextGenerationEU<\/a>\u2019s recovery package fund utilisation was approved by the European Commission in early July.<\/p>\n<p>&nbsp;<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Naredimo jo resni\u010dno! Let\u2019s <a href=\"https:\/\/twitter.com\/hashtag\/MakeItReal?src=hash&amp;ref_src=twsrc%5Etfw\">#MakeItReal<\/a> for Slovenia! \ud83c\uddf8\ud83c\uddee<\/p>\n<p>We have endorsed the country\u2019s plan powered by <a href=\"https:\/\/twitter.com\/hashtag\/NextGenEU?src=hash&amp;ref_src=twsrc%5Etfw\">#NextGenEU<\/a> on its first day chairing the Presidency of the <a href=\"https:\/\/twitter.com\/EUCouncil?ref_src=twsrc%5Etfw\">@EUCouncil<\/a>.<a href=\"https:\/\/twitter.com\/hashtag\/NextGenerationEU?src=hash&amp;ref_src=twsrc%5Etfw\">#NextGenerationEU<\/a> <a href=\"https:\/\/twitter.com\/EKvSloveniji?ref_src=twsrc%5Etfw\">@EKvSloveniji<\/a> <a href=\"https:\/\/twitter.com\/EU2021SI?ref_src=twsrc%5Etfw\">@eu2021si<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/EU2021SI?src=hash&amp;ref_src=twsrc%5Etfw\">#EU2021SI<\/a><\/p>\n<p>\u2014 European Commission \ud83c\uddea\ud83c\uddfa (@EU_Commission) <a href=\"https:\/\/twitter.com\/EU_Commission\/status\/1410597242281496582?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">July 1, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify;\">Then, from a broad perspective, Slovenia will be committed to pursue its predecessors\u2019 ambitions by revolving the forthcoming 6-month term around the success of the new European R&amp;I programme: <a href=\"https:\/\/ec.europa.eu\/info\/research-and-innovation\/funding\/funding-opportunities\/funding-programmes-and-open-calls\/horizon-europe_en\" target=\"_blank\" rel=\"noopener\">Horizon Europe<\/a> \u2013 whose work programmes and first calls have just been released \u2013 and by ensuring the building of strong links between the programme\u2019s actions and the Recovery .<\/p>\n<p style=\"text-align: justify;\">This commitment comes along with the more specific determination to build a renewed and more inclusive European Research Area (<a href=\"https:\/\/ec.europa.eu\/info\/research-and-innovation\/strategy\/strategy-2020-2024\/our-digital-future\/era_fr\" target=\"_blank\" rel=\"noopener\">ERA<\/a>) whose process, as suggested by Slovenia\u2019s presidential motto \u201cTogether. Resilient. Europe.\u201d, will strongly rely on the importance of collaborating with third countries in the scientific knowledge field. The upcoming Council\u2019s response to <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_21_2465\" target=\"_blank\" rel=\"noopener\"><em>Europe&#8217;s global approach to cooperation in research and innovation: strategic, open, and reciprocal<\/em><\/a> is expected to outline Slovenia\u2019s action plan suggestions on this matter.<\/p>\n<p style=\"text-align: justify;\">Within the building of this new ERA but equally throughout the whole programme and its presidential term in general, Slovenia will work on fostering EU private-public partnerships to maximise excellence in research outcomes. What\u2019s more, it will prioritise gender balance as well as the greater professional integration of young researchers.<\/p>\n<p style=\"text-align: justify;\">In the same vein, Slovenia will also take further steps towards the adoption of the <a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/12960-Pact-for-research-&amp;-innovation-in-Europe_en\" target=\"_blank\" rel=\"noopener\"><em>Pact for Research and Innovation<\/em><\/a><em>, <\/em>laying down the foundations for ERA\u2019s implementation principles and aiming at setting common targets across Europe. The adoption completion would allow Slovenia to bolster the <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=celex%3A12007L%2FTXT\" target=\"_blank\" rel=\"noopener\">Lisbon Treaty<\/a>\u2019s initial ambition to \u201c<em>strengthen [the EU\u2019s] scientific and technological bases by achieving a European Research Area in which researchers, scientific knowledge and technology circulate freely\u201d<\/em> from when it was officially implemented under its previous presidential term.<\/p>\n<p style=\"text-align: justify;\">Echoing Prime Minister Janez Jan\u0161a\u2019s words when initiating Slovenia\u2019s 2008 Presidency, pledging to \u201c<em>see the environmental-energy dimension as being one of the key issues for the future of the European Union\u201d <\/em>Slovenia will also strive to foster innovative opportunities in the clean energy field by completing negotiations on the Trans-European Networks for Energy (<a href=\"https:\/\/ec.europa.eu\/energy\/topics\/infrastructure\/trans-european-networks-energy_en\" target=\"_blank\" rel=\"noopener\">TEN-E<\/a>) as well as on the Renewable Energy Sources Directive (<a href=\"https:\/\/ec.europa.eu\/energy\/topics\/renewable-energy\/renewable-energy-directive_en\" target=\"_blank\" rel=\"noopener\">RES<\/a>) and the Energy Efficiency Directive (<a href=\"https:\/\/eur-lex.europa.eu\/eli\/dir\/2012\/27\/oj\" target=\"_blank\" rel=\"noopener\">EE<\/a>) as announced by State Secretary of the Environment Metka Gori\u0161ek<em>.<\/em><\/p>\n<p style=\"text-align: justify;\">Furthermore, Slovenia\u2019s valuable resilience illustrated through the development of its eHealth system in response to the COVID-19 crisis and in the cancer detection field as well as its strong AI innovator potential \u2013 which led UNESCO to select it as a homeland for its International Research Centre on Artificial Intelligence (<a href=\"https:\/\/ircai.org\/\" target=\"_blank\" rel=\"noopener\">IRCAI<\/a>) \u2013 will allow it to bring consistent input to the drafting of general approaches on key EU digital initiatives such as the recently published <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A52021PC0206\" target=\"_blank\" rel=\"noopener\">AI Act<\/a>.<\/p>\n<p style=\"text-align: justify;\">Slovenia\u2019s Presidency will end on 31 December 2021, thus concluding the Presidential Trio of the Council of the EU made up of Germany, Portugal and Slovenia.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Fruitful meeting w\/ \ud83c\uddf8\ud83c\uddee Minister of <a href=\"https:\/\/twitter.com\/hashtag\/Education?src=hash&amp;ref_src=twsrc%5Etfw\">#Education<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/Science?src=hash&amp;ref_src=twsrc%5Etfw\">#Science<\/a> &amp; <a href=\"https:\/\/twitter.com\/hashtag\/Sport?src=hash&amp;ref_src=twsrc%5Etfw\">#Sport<\/a> <a href=\"https:\/\/twitter.com\/SimonaKustec?ref_src=twsrc%5Etfw\">@SimonaKustec<\/a>!<\/p>\n<p>I look forward to working w\/ the \ud83c\uddf8\ud83c\uddee Presidency and hope to see many important proposals in the area of <a href=\"https:\/\/twitter.com\/hashtag\/education?src=hash&amp;ref_src=twsrc%5Etfw\">#education<\/a> \ud83c\udfeb <a href=\"https:\/\/twitter.com\/hashtag\/youth?src=hash&amp;ref_src=twsrc%5Etfw\">#youth<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/sport?src=hash&amp;ref_src=twsrc%5Etfw\">#sport<\/a> \ud83d\udc5f &amp; <a href=\"https:\/\/twitter.com\/hashtag\/research?src=hash&amp;ref_src=twsrc%5Etfw\">#research<\/a> \ud83d\udd2c adopted. <a href=\"https:\/\/t.co\/4tQY9d7jwP\">pic.twitter.com\/4tQY9d7jwP<\/a><\/p>\n<p>\u2014 Mariya Gabriel (@GabrielMariya) <a href=\"https:\/\/twitter.com\/GabrielMariya\/status\/1415290005262671875?ref_src=twsrc%5Etfw\">July 14, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2 style=\"text-align: justify;\">Ljubljana pact on gender parity in research<\/h2>\n<p style=\"text-align: justify;\">The Slovenian Presidency is currently drafting the Ljubljana pact on gender parity in research, a document aiming to enhance actions towards gender equality in research and to boost joint efforts between EU member states in this regard.<\/p>\n<p style=\"text-align: justify;\">In its work programme, Slovenia states that \u201cin the European Research Area, special attention will be devoted to efforts to ensure gender equality\u201d (page 30).
